Go to /lang/ , folder unzip downloaded package pt.zip

you should end up with something like:

Now head back to admin panel content/languages/ and create a new language.

Make sure that Country Abbreviation field matches package name pt .

New language is now installed and ready to use. You can modify language phrases to your liking from language section in admin panel.
